An Independent Third-Party Review
The College and Lancaster General were invited to participate in funding a separate environmental study by a consultant proposed by The Rail Road Action & Advisory Committee. This invitation was declined and a counterproposal was forwarded in which an independent third-party review would be undertaken. This counteroffer was not accepted. See correspondence below.
