President Andrew Rich
Andrew Rich became the 17th president of Franklin & Marshall College on July 12, 2025. A passionate champion for the transformative power of the liberal arts, Dr. Rich has spent his career expanding educational opportunities for young people and preparing the next generation of leaders to be successful in every sector of our society.
From 2019-2025, Dr. Rich was dean of the Colin Powell School for Civic and Global Leadership at The City College of New York. The Powell School is home to the social science departments as well as the core public service, business and leadership development programs of City College. As dean, Dr. Rich oversaw record-setting enrollment growth and spearheaded student success initiatives that provided the school’s more than 4,000 students with mentoring, professional development, career services, and expanded pathways to internships and jobs. Dr. Rich mobilized the Powell School’s largest ever development campaign to support scholarships, student services, faculty positions, and academic initiatives.
From 2011-2019, Dr. Rich was Executive Secretary and CEO of the Harry S. Truman Scholarship Foundation, a federal agency that supports young people committed to careers as public service leaders. From 2009-2011, Dr. Rich was president & CEO of the Roosevelt Institute, a national think tank and leadership development organization. Dr. Rich’s research focuses on the role and influence of think tanks and experts in public policy in the United States. He is the author of Think Tanks, Public Policy, and the Politics of Expertise and has written about the role of think tanks and foundations in American politics and policymaking.
From 2003-2009, Dr. Rich served on the faculty of CCNY, where he was chair of the Political Science Department and the Deputy Director of the Colin Powell Center, the predecessor of the Colin Powell School. From 1999-2003, he served on the faculty of Wake Forest University.
Dr. Rich is currently chair of the Board of Directors of Friends of the Truman Foundation and vice president on the Board of the Harry S. Truman Scholarship Foundation. He is also a member of the Board of the Robert Sterling Clark Foundation.
A native of Delaware, he received his BA from the University of Richmond and his PhD in political science from Yale University. He lives in Lancaster with his husband and partner of 30 years, Joel Allen, who is a Professor of History and Classics at the City University of New York.
